President Herman De Croo ⚙
Mrs. Turtelboom, you are a reporter. Is there an amendment to this draft? Do you not substitute this bill with that containing various provisions? Is this amendment divided?
Annemie Turtelboom Open Vld ⚙
There is an amendment no. 3074/001 on Article 2. It is rounded. It is an amendment of colleague of Gool, also signed by myself, colleague Bacquelaine, Mrs. Storms, colleague De Block, colleague D’hondt, colleague Van Grootenbrulle.
President Herman De Croo ⚙
No, we are now dealing with the bill containing various labour provisions, document 3067 not the bill containing various provisions. There is no amendment by Ms. Van Gool. This relates to the draft law containing various provisions. Do you agree with this? There is no amendment to this bill.
Minister Peter Vanvelthoven ⚙
You are right, Mr President. The amendment was submitted on the bill containing various provisions, not on this bill.
President Herman De Croo ⚙
I can understand that one confuses the draft law containing various labour provisions with the draft law containing various provisions.
Mrs Turtelboom, you are the rapporteur of the draft law containing various labour provisions, document no. 3067/1 to 4. No amendments have been submitted.
Rapporteur Annemie Turtelboom ⚙
This draft law was discussed in our committee on 11 and 17 April. This is reflected in the introductory statement in which the Minister cited the eight series of proposals, which are housed in the different titles.
The first chapter deals with the right of claim of foreign workers who are dispatched to Belgium and who must be remunerated in the same way as Belgian workers. This draft provides for the possibility of initiating civil proceedings on its own and also of granting a right of action to representative workers’ organisations.
A second title that the minister explained is about the electronic employment contract which is now equated with the paper employment contract. No one can be forced to switch to an electronic employment contract.
In a third title, it is about the overloaded risk and outsourcing work.
A fourth title concerns student work and was intended to simplify the existing arrangement on the employment of students by being able to change both the number of days and the percentage of the solidarity contribution by a royal decree consulted in the Council of Ministers.
A fifth title deals with the employment contract for the purpose of shipping service on board sea ships. This is a legislation dating from 1928 which is now put into a different legal framework. This update is the result of the work of a working group established within the Parity Committee for Commercial Shipping.
A sixth title deals with the amendment of the law of 5 December 1968 on collective agreements and parity committees.
The pre-final title, President, concerns the communication to the workers’ representatives of the information on the benefits relating to the measures in favor of employment.
The last title is a modification of the Act of 4 August 1996 on the well-being of workers in the performance of their work.
In the general discussion, only colleague Drèze spoke. Then came the article discussion. A number of amendments were submitted. The amended bill was unanimously adopted in our committee.
President Herman De Croo ⚙
Ms. Vautmans has spread me lightly but rightly for another point on our agenda. Are you not going to make your own presentation?
Annemie Turtelboom Open Vld ⚙
No, my argument is about the amendment to the bill containing various provisions.

President Herman De Croo ⚙
I have put Mrs. Turtelboom on the right parliamentary path, Mr. Annemans.
