The government is not represented. I will suspend the meeting. I do not think that the discussion of this important bill can be started in the absence of the competent ministers.

Mr. Speaker, I have prepared a comprehensive and, even if I say it myself, a solid report. The committee has appointed two reporters. Although I do not want to deprive the Chamber of the pleasure of also listening to my report, I still believe that it is more efficient if only one report is issued. Mrs Gilkinet will read the report on behalf of the committee.
