Mr. Speaker, dear colleagues, do we agree that I am not referring to the same litany ... unless Mr. Minister really insists? and laughing)
I would like to repeat a small part of my previous speech.
The second note concerns the ability for INASTI to assume independently its new competencies in the control of social insurance funds. In fact, the INASTI is led by a board of directors where there are in number the direct and indirect representatives of the social insurance funds. These may, in the future, find themselves in a position of controller and controlled.
It is not about making an intention trial, but to relay the concerns that are submitted to us. The social insurance funds are responsible for collecting several billion euros annually of social contributions for the self-employed regime. They are financed through management costs; it is a very large amount of money. The challenge is whether the money of the self-employed will be well spent in the future and whether they will not be hurt in managing their file.
You know, right-wing parties often attack the trade union management of unemployment benefits while it is highly controlled. However, these social insurance funds, little controlled today, could be even less controlled in the future.
Can you give us your position on this issue? What safeguards will be put in place to guarantee the independence of INASTI in its new mission of control of social insurance funds?

Mr. Delannois, we have already discussed these points in the committee. I was able to clarify that there were no risks with regard to the staff of the DG Independents who are currently working in the framework of this INASTI mission. A memorandum of understanding was signed between this DG and INASTI. Everything is in order for our officials to be paid as part of this new mission. The protocol brings all the security useful to the work performed.
As for the control of the cash, if it is indeed necessary to strengthen it further, the INASTI has been operating it reliably, objectively and intensely for a long time. This reinforcement of control and additional recommendations is a necessity for the minister who must ensure that the tasks of the casinos are perfectly met.
We can share in a cross-sectional way the goal of seeing these casinos better and more controlled in the future.
