I would like to speak briefly without repeating the debate we had in the committee. I could have intervened at the time of the vote. I would like to explain the reasons why my group will abstain on this draft at the vote, recalling the items raised in a committee and which relate to items relating to the protection of privacy. These are questions that have been addressed and to which, unfortunately, I have not been able to get answers.
This project is a good idea because it actually aims at administrative simplification – but having a good idea isn’t enough, especially when it comes to circulating millions of personal information. It would have been necessary to gain the support of my group that this law was more precise, in particular on the following question: what personal data will be exchanged and by which authority?
We would have had to have answers on how the citizen can give a specific consent tomorrow while he has to give or withdraw that block consent for all types of data and for all authorities. These are not personal demands. This seems to me to just respond to the General Data Protection Regulation (GDPR) that has been so sharply negotiated.
Add to this, the fact that this project confirms two trends that, unfortunately, have been largely initiated by this government: on the one hand, the fact that the protection of personal data held by the administration is entrusted to the private and, on the other hand, the fact that one is disresponsible by conferring extraordinary powers to the administration without having a real democratic control.
These are the reasons why my group will abstain from this project.

Mr. Speaker, the project on the electronic exchange of messages through the eBox is really important for the citizen who must be sure that the data is properly protected.
Since 25 May last year, we have been working on the basis of the General Data Protection Regulation. All the elements of the latter have been respected. The data is protected. A specific consent must be given by the user before the data concerning him can be used. In doing so, I think we can say that we are strictly within the framework of the GDPR. This aspect is, in my opinion, important. Indeed, the eBox can only work if the exchange is secure and only if we have the certainty that the data are protected, which is the case in so far as the system effectively respects the maximum protection of data relating to citizens by avoiding leaks.
It was very important for me to respect the protection of the privacy of individuals. This is what has been done with this project. From now on, we will be sure to have a legal basis for the exchange of information and e-mail messages.
