Mr. Speaker, we submitted this text following the long and passionate debates surrounding the F-16 gate. Our text consists of two requests, namely:

- work to develop a general and suitable mechanism for the protection of whistleblowers within the Ministry of Defence, as exists in the federal public services, by establishing one or more persons of trust and integrity by language role that serve as a point of contact within the single structure of Defence;

- to submit to Parliament an assessment of the effectiveness and implementation, in the various federal services, of the law of 15 September 2013 concerning the reporting of a suspected infringement of the integrity within a federal administrative authority by a member of its staff.

We wanted the text to be returned to the plenary session because the representative of the minister who was in place told us that the procedures were being implemented and that we do not understand why the former majority did not support this document, despite the reasonable accommodations we made to it so that it can vote it in all serenity.
