Rapporteur Jef Van den Bergh ⚙
Mr. Speaker, thanks to the good work of the services, I can easily refer to the written report, which is a perfect summary of the debates held.
I would like to add that we think it is a very good thing that the subsidy is being continued. Especially in the case of distributed transport, this is vital in order to avoid the transport that could be carried out by rail to be carried out by road. This should be avoided at all costs.
Daphné Dumery N-VA ⚙
Mr. Speaker, Mrs. Minister, the present draft law continuing the support for combined and distributed rail transport is welcomed. The aim should be to bring as many containers from the road to the rail as possible. Since the difference in cost price is still too large, this cannot be done without any support. The rail can not compete with the road carrier due to the difference in cost price.
It is mainly the port companies that have pulled the alarm bell. They feel the need for more efficient transport of their customers’ containers very well. They opt for faster and safer rail transport but face uncompetitive cost prices. Shippers therefore choose other European ports, where the railway is also subsidized.
Aid measures should also aim at changing behavior and should not be seen and used merely as a flat subsidy. It is also good that they are limited to 2016. In 2017, an evaluation will take place before deciding whether we will support logistics transport by rail.
This measure effectively helps the economy and employment. We will support this bill.
