Mr. Speaker, colleagues, bpost is competent for some financial postal services, namely: the domestic postal exchange, the circular postal cheque, the 679 accounts, the postal assignments and the deposit on account of third parties. For these financial postal services, bpost is subject to the preventive money laundering legislation.
The supervisory authority of bpost is the Minister of Public Companies. This Minister must therefore establish effective mechanisms to monitor compliance with the preventive money laundering legislation. The N-VA, like the proposers of the bill, understands that the minister can hardly take this task personally. The applicants propose to transfer this task to the FOD Finance.
However, as a result of the change in the supervision of the financial sector, the National Bank of Belgium is now charged with the individual prudential supervision of the financial institutions. It is therefore the National Bank of Belgium that establishes effective mechanisms in relation to those financial institutions to monitor compliance with the preventive money laundering legislation. In our view, it is logical that the National Bank of Belgium would apply the same control mechanisms for bpost’s financial services.
However, the fact that this bill is intended to entrust this task to the FOD Finance allows other control mechanisms to apply to the financial postal services. There is no objective reason for this. Therefore, our group will abstain in the vote on this bill.
