Mr. Speaker, Mrs. Minister, dear colleagues, I am speaking for the last time in this legislature to clarify that my group will support this project for various reasons.
First, it extends the number of beneficiaries of the increased health care intervention to those who already receive aid from the Oil Fund. Nevertheless, my group regrets the rejection of a bill we had submitted regarding automatic rights and access to Omnio status and increased interventions. Only 20% of beneficiaries use these rights because of the complex procedures they require.
Secondly, a new provision on animal welfare is planned. It is indispensable, since it is a matter of implementing a European regulation that is to ensure the training of carriers and all those who take care of the transport of animals. We submitted an amendment requesting that these training activities be supported by independent and accredited bodies. It was accepted by the majority.
Third, this project allows the granting of subsidies for the implementation of the CITES (International Convention for the Protection of Endangered Species), the strengthening of which we consider necessary in this Year of Biodiversity.
Fourth, it also includes administrative simplifications for veterinarians and funding for a patient mobility observatory.
These measures clearly illustrate the problem we are facing. These adaptations of the Belgian legislation are intended to correspond to European regulations, but will not be carried out in time. We can only hope that this project is voted today and removed from expiration as soon as possible.
