Mrs. Speaker, I had registered with the President to provide some explanation in connection with the resolution on medicinal products for children.

Colleagues, it is not obvious to market medicines, and it is much less so when it comes to medicines for children, because, as you can understand, of course the clinical trials and the quality requirements that accompany the development of medicines are not simply transferable to children.

Recently the British press has taken out and taken a very clear stance. The British government has taken the position and advised parents not to give children medications related to colds. This has to do with the important side effects that conventional medicines can have, as neither the dosage nor the instructions for use are adapted to use for children.

In the United States, the research on this subject is much more extensive. Europe has also expressed itself. On 27 December 2006 it adopted the Regulation. The objectives of this Regulation are comprehensive. They want to facilitate the development but above all the availability of medicines for children. Furthermore, she naturally wants attention to high-quality and above all ethically responsible research on medicines for children.

It is obvious that children cannot, like adults, give their informant consent. Children cannot be invited to sign. Parents should do this in their place. However, it is well seen, given some practices, to deport it to countries where ethical standards may be less severely controlled. Regulatory action must be taken here. At the same time, research and availability of these medicines should increase.

The first element is: to urge our government to co-monitor this dossier with its European counterparts and to generate sufficient resources for the Scientific Committee, the Committee of Pediatrics established in the womb of the European Medicines Agency EMEA.

There is also a European project. I am very grateful to the members of the committee for their support and also that the minister is willing to join. After all, our country, despite the fact that we have very good scientists participating in the research, has simply not joined the ERA network. The ERA network PRIOMEDCHILD is a network specific to priority medicines for children. To my surprise, our country was not a member of it, as I say, despite the fact that several high-level scientific teams are involved in the study. Our country is not a structural partner.

In this resolution, we have called for our country to join that network. The Minister, or at least the representative of the Minister, has pledged to also join the network.

To this end, I am speaking about the first resolution, the resolution with a focus on medicines for children.

Mrs. Speaker, I would like to say that sp.a is very pleased with that resolution because it is ultimately important that health care also takes care of children.

I can tell you that I really stood in the pharmacy full-time years ago. We always had to make preparations that were tailored to the children, because medication tailored to the children simply did not exist. For certain conditions, we really did not have dosages, adapted to children. I found it striking.

I am very pleased that this initiative has been taken in Parliament.

Mrs Avontroodt, I would have liked to have more information about the Minister’s commitment to participate in the European Network. The European Network is one of the two instruments of the European Commission to finance research in the Seventh Framework Programme. One of these instruments is the integrated project. The other is integrated networks.

Both instruments – the integrated network – are completed by the researchers themselves, based on a call they participate in. It is the coordinator of such a network, who chooses the partners. If such a proposal is selected, it forms the network. If one wants to join the network, one must obtain the consent of the coordinator. That is not difficult. Usually, we are very open to such entries.

Of course, the budgets were already distributed at that time. I have a question about the Minister’s commitment. Has the Minister, by stating that it is positive about such an accession of Belgian researchers to the European network, also promised that it would provide a budget for Belgian researchers to actively participate in that research network?

Mr. Minister, will Belgium give a positive answer to Mrs. Van Broeckhoven’s question and provide the necessary budgets?

I also wanted answers to Mrs. Detiège. You were pleased that the point was on the agenda. I am pleased with your support and that of the other colleagues.

I will now give you the position of our party on the next point, Mrs. Reuter’s resolution. She is not here, but I can already keep that presentation, otherwise I will have to come back soon.

In our view, the resolution on child care at home expresses a justified concern, in particular that the child could be treated in the safe of the home environment.

There was a discussion about the number of liasone teams – palliative care is one of the examples where one works with liasone teams – and about an emancipatory model, so that home care can share the knowledge and expertise, which thus increases. This is in the best interests of the patient, and in this case of the sick children.

The starting point was that in many cases it makes a hospital admission superfluous. We can only endorse that.

It just goes fast and efficiently. Opposition from an unexpected angle.

I would like to go back to the health economic aspects. This is somewhat independent of the child’s interest, but these aspects are also linked to a better frameworking of home care. We must admit that the culture in this area is not the same in all regions. The culture of home care is widespread in Flanders. Several initiatives and projects to strengthen this home care are therefore supported.

This is the story of the liaisonequipes and the strengthening of the home care. We will also fully support this.

We have cited a case in the committee, in particular the paragraph referring to the statute of the mantel care. This is, of course, an objective that we endorse and that is part of this policy agreement. We fully support this. As Open Vld, we would like to draw attention to the fact that there will have to be choices made in this. It is necessary to develop the statute of mantel care as a priority for those who are most in need, namely those who are most in need of care. In addition, we had asked to think about the self-employed parents who, unlike employees, cannot in the initial phase fall back on other statutes.

We would like to see the service checks expanded to support the mantel care of children in serious need of care, in this case, and of serious need of care fellow residents, in the other case. In addition, we would like to pay particular attention to the system of the flying self-employed. It could be replaced or supporting if the self-employed is affected by a seriously ill family member. We have cited both accents in the committee and ask the government to give this system a chance.

In addition, we would like to thank Mrs. Reuter for her request for support of the children’s home care. We will therefore support this resolution.
