President Herman De Croo ⚙
The speakers are MM. Jean-Marc Delizée and Luk Van Biesen. Are you going to share your work?
Rapporteur Jean-Marc Delizée ⚙
I think it can be brief, given the context.
Both the Minister of Employment and the various colleagues from the various groups welcomed the fact that there was an inter-professional agreement concluded for the period 2007-2008, namely a consensus on the finalisation of the final files of the Covenant of Solidarity between Generations, in particular the issue of assimilated periods, credit-time and heavy jobs.
Different material aspects were also settled by this agreement: the issues of wage evolution, the problem of overtime, the refinancing of education leave. The Minister also stressed the importance of transposing the European Framework Directive on age-related parameters.
Some colleagues also blamed the lack of ambition of this agreement. by Mr. Bonte noted that the agreement does not address the major challenges in the field of environmental protection, where the social partners also have a role to play, or the absence of any provisions that contribute to the elimination of discrimination between the status of worker and employee.
That said, Mr. Speaker, the draft in question, the amendments and sub-amendments were all adopted unanimously. I will not be longer and, for the rest, I refer to it as far as I am concerned in the written report.
President Herman De Croo ⚙
If I am not mistaken, then the reporter is Mr. Van Biesen.
Rapporteur Luk Van Biesen ⚙
For the rest, I refer to the written report.
President Herman De Croo ⚙
Do we have a verbal report? Mrs. Turtelboom, you would like to supplement that? You have the word.
Rapporteur Annemie Turtelboom ⚙
Mr. Speaker, indeed a brief oral report of an amendment by Mr. Lanjri because the new article 23 provides, on a proposal from the National Labour Council, that the King determines the date from which the amounts of the premiums for the beneficiaries must be ⁇ to the State Service for Social Security, as well as the quarterly statements relating to the quarter in which the premiums were awarded. In this way, the social partners are involved in the introduction of this new element in the DmfA. This amendment was unanimously adopted in the committee that met this afternoon.
President Herman De Croo ⚙
I suspect that you were allowed to submit a verbal report.
Annemie Turtelboom Open Vld ⚙
Definitely Mr President.
President Herman De Croo ⚙
By the way, you can see the underlined passages on the document – because we started a little later – 3011/009 on page 12.
Mr Delizée is registered in the general discussion. Mrs. Turtelboom, would you also like to speak in the general discussion? No, so is well.
Jean-Marc Delizée PS | SP ⚙
Mr. Speaker, given the fact that all the groups do not wish to comment on the Interprofessional Agreement, I do not find it appropriate to extend myself extensively on the subject.
I will therefore refer to the report and the positive aspects to which I have drawn attention. I think my colleagues won’t bother me. I will forward my text to anyone who can express the wish. But I do not think it is necessary to aggravate or extend the debate.
Benoît Drèze LE ⚙
I will also be very brief.
I would just like to emphasize that although we are in the opposition, we will support the bill. This is an opportunity for us to welcome the importance of social consultation, especially at the federal level.
Minister Peter Vanvelthoven ⚙
Mijnheer de voorzitter, ik ben blij met de korte reaction van de parlementsleden. We have discussed this issue in the committee. I am especially blij dat de social partners, die aan dit interprofessional akkoord hebben gewerkt, nu ook de volle steun van het Parlement krijgen.
