Mijnheer de voorzitter, collega’s, 7 juli 2017 was wat mij betreft een heel trieste dag.
In New York hebben toen 122 landen, dat wil zeggen bijna twee derde van de leden van de Verenigde Naties, bij verdrag een wereldwijd verbod op kernwapens vastgelegd, maar België was geen partij bij de onderhandelingen. Collega’s, het is echt triest dat ons land zo brak met een meer dan honderd jaar lange traditie.
Ik doe even een greep in de geschiedenis.
Na de horror van de Eerste Wereldoorlog was het België dat op de internationale scène de leiding nam voor de totstandkoming van een verdrag inzake het verbod op chemische wapens in een oorlog. Na de verschrikkingen in de loopgraven in West-Vlaanderen, gasaanvallen en dergelijke, nam België de leiding om het eerste verdrag voor een wereldwijd verbod op zulke wapens, die niet alleen onder de militairen maar ook onder de burgers vele slachtoffers maakten, goed te keuren.
Wie zijn geschiedenis kent, weet dat bij de gasaanvallen ook vele burgers het slachtoffer werden, doordat de wind op een bepaald moment draaide. België nam de leiding in de strijd voor het verbod.
In de jaren zeventig was het ook de Belgische diplomatie die samen met die van andere landen aan de kar trok om tot een non-proliferatieverdrag voor kernwapens te komen. Het waren onze diplomaten die in een beperkt kransje van diplomaten meegeschreven hebben aan de uiteindelijke tekst.
In de jaren 1990, het laatste decennium van de vorige eeuw, was het de Belgische diplomatie, gesteund door de Kamer en de Senaat, die de leiding nam voor een verdrag inzake een wereldwijd verbod op het gebruik van landmijnen.
In het eerste decennium van deze eeuw deed België hetzelfde rond clusterbommen.
Steeds opnieuw, collega’s, met de steun van deze Kamer, en toen nog met de steun van de Senaat, gingen onze minister van Buitenlandse Zaken en onze minister van Defensie op de internationale scène om, geruggensteund door onze diplomatie, te proberen wapens die niet alleen militairen maar ook burgers treffen, te bannen.

July 7, 2017 was a very sad day for me.
At the time in New York, 122 countries, or ⁇ two-thirds of the members of the United Nations, signed a global nuclear weapons ban treaty, but Belgium was not a party to the negotiations. Colleagues, it is really sad that our country is so broken with a more than a hundred-year-old tradition.
Let me take a step into history.
After the horrors of the First World War, it was Belgium that took the lead on the international stage for the creation of a treaty on the prohibition of chemical weapons in a war. Following the horrors in the loop graves in West Flanders, gas attacks and the like, Belgium took the lead to approve the first treaty for a global ban on such weapons, which caused many casualties not only among the military but also among the civilians.
Anyone who knows his history knows that in the gas attacks also many civilians were the victims, because the wind turned at a certain moment. Belgium took the lead in the struggle for the ban.
In the 1970s, it was also the Belgian diplomacy that, along with those of other countries, came to work to reach a non-proliferation treaty on nuclear weapons. It was our diplomats who, in a limited number of diplomats, joined the final text.
In the 1990s, the last decade of the last century, it was the Belgian diplomacy, supported by the House and the Senate, that took the lead for a treaty on a global ban on the use of landmines.
In the first decade of this century, Belgium did the same about cluster bombs.
Again and again, colleagues, with the support of this House, and then with the support of the Senate, our Minister of Foreign Affairs and our Minister of Defence went on the international stage to try, backed by our diplomacy, to ban weapons that affect not only military but also civilians.

Op 7 juli 2017 was onze afwezigheid wat mij betreft pijnlijk en onbegrijpelijk. Zowel ikzelf, van sp.a, als andere oppositiepartijen zijn niet gebonden door wat er in het regeerakkoord staat. Ik ga wel twee passages voorlezen uit het regeerakkoord dat u hebt goedgekeurd.
Ik lees de eerste passage: “Dit regeerakkoord onderschrijft nadrukkelijk alle geloofwaardige en doelgerichte inspanningen met het oog op effectieve en evenwichtige ontwapening in de wereld, zowel op nucleair als op conventioneel gebied.” Ik vestig uw aandacht op het woord “nucleair”.
Ik lees de tweede passage: “We blijven ijveren voor internationale initiatieven met het oog op een verbod of minstens een betere controle op wapensystemen met een willekeurig bereik en/of een buitensporig effect op burgers.”
De oppositie is niet gebonden door dit regeerakkoord, maar u allen hebt het goedgekeurd. Ik moet u bekennen dat ik niet begrijp waarom alle meerderheidspartijen in de commissie onze resolutie negeerden waarin we opriepen om samen met andere landen in New York de stap te zetten naar een verdrag dat nucleaire wapens stapsgewijs op termijn zou bannen.
Het spijt me dat we daar niet bij waren. Ik heb hier de verklaring van de secretaris-generaal van de VN bij me. Die eindigt met het uitdrukken van hoop: “Nu het verdrag er is, zal het in werking treden van zodra vijftig landen het ondertekend hebben.”
Op 7 juli 2017 hebben 122 landen het verdrag ondertekend. Het zal dus niet lang duren alvorens het verdrag in werking treedt. Ik hoop dat deze Kamer zich dan kan aansluiten bij wat de secretaris-generaal voorstelt, dat we deelnemen aan de dialoog tussen de initiatiefnemers en de landen die het initiatief niet gesteund hebben, ook al hebben wij niet mee onderhandeld en hebben anderen het ondertekend.

On July 7, 2017, our absence was painful and incomprehensible for me. Neither I myself, of sp.a, nor other opposition parties are bound by what is stated in the government agreement. I will read two passages from the government agreement that you approved.
I read the first passage: “This government agreement strongly endorses all credible and targeted efforts towards effective and balanced disarmament in the world, both in nuclear and conventional fields.”
I read the second passage: “We continue to pursue international initiatives aimed at prohibiting or at least improving control over weapons systems with an arbitrary range and/or excessive impact on civilians.”
The opposition is not bound by this government agreement, but you all approved it. I must confess that I do not understand why all majority parties in the committee ignored our resolution in which we called on other countries in New York to take the step towards a treaty that would gradually ban nuclear weapons in the long run.
I am sorry that we were not there. I have here the statement of the Secretary-General of the United Nations. It ends with expressing hope: “Now that the treaty is in place, it will enter into force as soon as 50 countries have signed it.”
On July 7, 2017, 122 countries signed the convention. Therefore, it will not take long before the treaty comes into force. I hope that this Chamber can then join what the Secretary-General proposes, that we participate in the dialogue between the initiators and the countries that have not supported the initiative, even though we have not negotiated with it and others have signed it.

Collega’s, bij het begin van het nieuwe politieke jaar zal ik u opnieuw een resolutie voorleggen waarin ik u zal vragen dat België zich zou aansluiten bij het verdrag. De baanbrekende traditie van ons land bij de totstandkoming van andere verdragen indachtig en rekening houdend met het regeerakkoord, dat u zelf hebt goedgekeurd, hoop ik dat u het wereldwijde verbod op wapentuig dat naast militairen ook burgers treft, zult ondersteunen en België zult laten toetreden tot het verdrag.

Colleagues, at the beginning of the new political year, I will again present to you a resolution in which I will ask you that Belgium join the treaty. Considering the groundbreaking tradition of our country in the creation of other treaties and taking into account the government agreement, which you yourself approved, I hope that you will support the global ban on weapons, which, in addition to military, also affects civilians, and will allow Belgium to join the treaty.
