Mr. Speaker, please apologize to me.
This text is obviously going in the right direction. Nevertheless, my attention has been drawn by a provision that submits to the discretionary power of the competent authorities – which may mean “administrations” – the right not to transmit the information. This aspect seems to me to empty the building of its substance.
The Minister’s answer is that the problem lies in the directive, which should therefore be revised. However, this is a real concern that I wanted to point out. I will therefore refer to my arguments put forward during our discussions in the committee.

Mr. Speaker, as Mr. Laaouej has well pointed out, this discussion has already been partially held in the committee. The directive is now known. Without a doubt, we can do more, but I prefer to work at European level, which is the only effective context for action in this area.
