Mr. Speaker, colleagues, as a rapporteur, I refer to the written report, but on behalf of my group, I give a brief explanation.
Finally, the present bill provides for a legal framework for the FOSO, the independent supervisory body for shipping accidents. The first legislation in this regard dates from 2013, but some provisions of that law were repealed by the Constitutional Court on the basis of the principle of equality. After a stall of three years, the file this spring then suddenly came in a current acceleration with the present bill as a result. However, it is a punishment that the current government still has to clean the rubble of the previous governments, now again around a previously destroyed bill.
However, the positive is that the government wants to establish a system that limits the administrative and financial burden to a minimum. Indeed, the trail of individualized banknotes would have produced a very heavy and expensive system. We welcome the proposed scheme by which researchers are recruited on a temporary basis depending on the needs in the field.
I have a doubt. We must ensure that the burdens determined here remain proportionally distributed. The method of calculation of the tax may or may have been understood as cost-effective, yet the cost distribution may not be balanced, when one sees that under the foreign flags each ship is counted, regardless of capacity or tonnage, as opposed to the ships under the Belgian flag. Despite these concerns, our group will support the bill.
