It took you a little time, but better late than never, as they say. You have used this time wisely to return to the right path with regard to the defense of authors, and their right to receive a fair remuneration for the exploitation of their works. This was not won in advance, because in 2015, you gave us a lot of scares, Mr. Deputy Prime Minister, when we asked you about the ruling of the Court of Cassation, about the direct injection and about the fact that the answers were not at all reassuring. But you consulted and you did well this time. You have only been listening to a part of the sector.

Since I tell you all this, we will of course vote in favour of this bill. But I have a small request to make to you. You have again reflected on rights and direct injection. I ask you to think again about the reprographics. You know that also here, the consequences involve a huge lack of profit for the sector. You must also adopt a firm attitude towards the multinational printer construction companies and others, and come back to present us an amendment to your bill regarding reprographics. Per ⁇ , then, the rights of authors will be fully respected in Belgium.

I also ask you to carry the project that we are going to vote on at European level. It would be good to have a European recognition. The Netherlands did the same thing today. We are on the right track in terms of copyright, Mr. Minister.

It is true that the text is important. But the most important thing here is the approach. Indeed, a real constructive approach was made with all the actors, following a text that we had analyzed, a little more than two years ago in the Economy Committee, on the financing of the various cultural bodies.

It was important that artists, creators and creators could find themselves there, which is the case today. In fact, they were heard. As Members of Parliament, we have all been contacted by the various bodies that represent them, in particular with regard to this right of direct injection.

I would like to especially welcome the process that led to this text. We could also inspire ourselves for other texts, which we will not fail to do.

In any case, the work was done and the consultation took place. This has taken time, but it has resulted in a text that we will be pleased to support.

Mr. Speaker, the text under consideration was long awaited by the cultural and audiovisual sector.

This is a text that has been the subject of long negotiations, Mr. Minister, since we examined the first part – if I can express myself so – more than two years ago. At the time, we really committed you to negotiating with industry representatives and stakeholders.

The cultural industry has met your expectations. A proposal was put on the table to become a bill, after a long negotiation.

Le résultat nous semble équilibré et ce point de vue est partagé par le secteur. It is the reason for which we will support the text that is presented to us today.
