Rapporteur Daphné Dumery

As a rapporteur, I refer to the report. You will read in it that the bill was unanimously approved in the committee.

However, I would like to explain this briefly on behalf of my group because this is a very important bill.

Support for combined and distributed transport has long been regarded by our group as a very important policy instrument. It is a policy tool that actually works. It reduces files. It improves road safety. It reduces the impact of transport on the environment.

It also makes a big difference for companies engaged in logistics policies, with the transportation of containers among others.

To ensure that a company chooses to transport by rail rather than by road, they must have legal certainty and must be able to make long-term investments rather than short-term.

That legal certainty is provided with this bill. It enables companies to choose, in the longer term, to decompose their fleet and to choose the rail.

It is an important instrument in support of combined and distributed transport. It is a good thing that the bill will be regulated over several years. In the previous governing periods, it has always been chosen to do so in the short term, renewal every six months, which lacked legal certainty. Therefore, our group supports the Minister in his draft that further supports combined and distributed transport.
