President Siegfried Bracke

Mrs Inez De Coninck, rapporteur, refers to the written report.

I give the word to Mrs. Dumery.

Daphné Dumery N-VA

Mr. Speaker, colleagues, I will make my presentation from on my bench.

The school street is already used in many cities and municipalities. However, the school street has no legal basis and this is exactly what the present bill aims at.

A lot of schools are under pressure.

Laurent Devin PS | SP

Without a microphone.

President Siegfried Bracke

The report is from Mrs De Coninck.

Laurent Devin PS | SP

In this case, the documents of the Chamber contain errors. Indeed, I read: “Laurent Devin”, whom I know personally, and “Mrs. Inez De Coninck”, whom we meet here in Parliament.

President Siegfried Bracke

Are we talking about document 2161/004?

Laurent Devin PS | SP

From 1 to 5. It is that. There is no worry.

President Siegfried Bracke

We take note and we will check.

Daphné Dumery N-VA

Mr. Speaker, the reason why we present today a bill on the introduction of the school street is that the road safety at the school gate is a concern of many cities and municipalities. As the play street exists, we must also have a school street, where the street is closed at the hours when the school gate opens and closes. This ensures that cyclists and pedestrians have priority and that only residents of the school street, emergency emergency workers and all those who receive a license from the municipality have access with the car. Therefore, it is a small technical adjustment by which the school street is registered in the traffic legislation.

Jef Van den Bergh CD&V

Mr. Speaker, I agree with Mr. Dumery, who has already perfectly explained the proposal. The school street was first launched in the city of Gent, already in 2012, and many other municipalities have been followed in the meantime. In the meantime, the Flemish Minister of Education has also launched the campaign "Paraat for the school street", to indicate that more and more local governments and schools want to invest on a school street. We therefore come just in time with a clear legal framework for this, so that we can shape that positive trend with many benefits for the school environments through the upcoming adjustment of the Road Code. I thank everyone for the cooperation.

Marcel Cheron Ecolo

Mr. Speaker, first of all, my Ecolo-Groen group supports the proposal. In fact, this school street principle is an excellent evolution. Mr. Van den Bergh recalled that the first initiative comes from the excellent City of Ghent, in the midst of the holiday season and where an excellent majority works, with especially dynamic members of Groen.

As a result of their experience, we submitted an amendment, because part of the text is not explicit, namely the question of barriers, fixed or mobile. There is an ambiguity in the text. We have submitted an amendment based on the Gantois experience to avoid this blur, which does not take anything away from the overall quality of the text in harmony with the evolution of the road code, of which we expect the main developments in a few months. We hope that other provisions in accordance with the school street project will enhance a positive evolution of the Road Code, giving more room to mild modes of travel, pedestrians, cyclists and more precarious audiences, school audiences.

My group will support this text and we hope that the majority will use the available 48 hours to take some Ganto or other contacts. The Gantois feasts are moments of great conviviality but also great contacts between individuals. We hope that the outcome will be positive.
