I am referring to the written report.

We have already spoken in the committee on the present text and have already asked many of our questions.
I would like to come back to one point, namely the tax of 5 million euros. We were then told that the social secretaries should not transfer the imposed tax of 5 million euros to the companies. That would not be necessary, at least according to Mr. Courard in the committee, but he could not prove that at the time.
But what do we see now? As a result of the additional tax of 5 million euros this year, and rising to 10 million euros in 2013 and 15 million euros in 2014, the social secretaries will not be able otherwise than to account the lost income to the companies, otherwise they will not be able to keep their heads above water.
For this, I refer to an article from Knack yesterday, in which Chris Swolfs, the chairman of the Union of Social Secretariat, pulled the emergency brake. Jos Gijbels shared the same analysis a while ago in The Time.
We believe that this method reduces the main form of income of the social secretariat. The measure is therefore, in our view, a damp increased burden for the companies. The government made itself very strong last week that it would provide oxygen to the companies with a relance plan for companies. However, this now turns out to be an empty promise, since it comes with an increase in burden not a week later.
