Rapporteur Maya Detiège

Mr. Bruno Tobback, Minister of Environment and Pensions, gave a presentation in the committee. He clarified that the draft legislation aims to transpose Directive 2005/32/EC, better known as the Ecodesign Directive.

This Directive establishes a framework for the adoption of Community rules on ecodesign for energy-consuming products in order to guarantee the free movement of those products in the internal market. The Directive must be transposed into Belgian law by 11 August 2007.

The Directive sets out the rules to be used to enable future implementation measures. These implementing decisions will be product-specific and may, among other things, impose standards on energy consumption and the environmental characteristics of a product, such as a heating boiler, PC, printer, and so on. The decisions will be made by the European Commission.

In particular, a device that does not meet the criteria of these future implementing measures should not be placed on the European market. Devices that comply with the implementing measures will be correctly marked with a CE marking. It will be mandatory.

Articles 1 to 6 were adopted unanimously. The annexes to the bill were also unanimously adopted. The whole, thus corrected bill was unanimously adopted.
