Mr. Speaker, I will briefly report on my bank. This bill relates to the implementation of the European Regulation of 27 November 2003 on jurisdiction, recognition and execution of judgments in marriage matters and parental responsibility. The regulation covers, among other things, so-called parental abductions.

The central elements of the design are as follows. First, the centralization of the jurisdiction to decide on return or parental responsibility after a decision on non-refoulement issued abroad. Second, the introduction of a specific procedure for protective measures requested by a court of another Member State in the context of an immediate return procedure. Third, the rules governing the execution of the decisions on return. Fourth, the abolition of all remedies in certain cases.

The draft law was discussed at the committee meeting of 11 April 2007. In the introductory presentation, colleague Schoofs pointed out the problem of the federal contact point on child abductions. In the article-by-article discussion, two amendments came from the colleague of CDH. In the end, the bill was unanimously adopted.
