Mr. Speaker, I would like to justify our position and our vote now rather than just before when we voted.
I regret that the government has not, in due time, put all the means at the disposal of the Plan Bureau in order to allow a full and complete cifration of the electoral programs of the political parties, a cifration that was initiated within the framework of the Sixth State Reform.
That being said, it is quite accurate that the wording of the original law dating back to 2014 was at least nebulous. Indeed, in its article 2, this law provided for, in the lists of priorities, a numbering and that the latter would be carried out by priority taking into account "the maximum number of priorities fixed in consultation with the Federal Bureau of the Plan." The content of this law was thus nebulous.
The fact that this bill allows at least to clarify this point and therefore require that there be at least one numbering on five priorities constitutes a positive element. That is why we will vote positively for this bill, even though I maintain my initial regret.
I plead with the government that in the future, sufficient resources be granted to the Federal Bureau of the Plan to allow this numbering of all the political priorities of the various parties in the framework of the elections. It is, at some point, a question of political credibility for the whole and for the whole of citizens.
