I refer to the written report. Allow me to immediately join with my comments in the general discussion.

Today we are discussing the draft law aimed at the revision of the provisions on the strategic reserve. We all remember that the strategic reserve mechanism was introduced in the previous legislature to ensure that we always have enough electricity. Remember the difficult moments when we had to talk here in the Chamber about, among other things, disconnect plans. The strategic reserve was one of the tools, making disconnect plans no longer necessary.

However, the new mechanism of the strategic reserve was not notified to the European Commission. That is why this legislature had to happen. A number of comments were made and I am pleased that some points of the government agreement, which are important for the proper functioning of the market, are taking shape today. I am talking, among other things, about the fact that in connection with the strategic reserve not only production facilities and demand management are included, but also the emergency groups. That important point, which was put on the table during the discussion of the government agreement, is now being realized.

You also remember that in recent years we have been talking about a two-speed strategic reserve. The reserve from production facilities was suddenly granted for three years, while the reserve, due to better demand management, could only be granted for one year. We found ourselves in the very crazy situation where, in terms of demand management, we actually had to compete with the reserve that came from installations, which had obtained a three-year approval. This provision is also now being adjusted. The lat is placed equally. Everyone will be able to participate in the same way so that we put the right players at the table and keep them at the table.

With the text, we are taking a big step in the right direction. The various ministers can monitor the correct application of the award of contracts in the Council of Ministers. Let us not forget that energy is not just a topic for the Minister of Energy. It is also about economics, about work, about progress.

Let us therefore stand still. I am pleased with the bill, of which we will definitely reap the fruits in the future. I am convinced of that.
