Mr. Speaker, the mobility problems facing our country have major impacts in terms of air quality, quality of life, public spending, climate and economic activity. Road congestion is a daily problem. Thousands of drivers lose precious time in traffic jams every day.
Brussels and Antwerp are among the world’s top in terms of traffic congestion. In Antwerp, drivers lose an average of 34 minutes a day, which is more than 30 percent longer than traffic jams. This is 7% more than in 2008. In Brussels it is even worse. A car driver loses an average of 44 minutes, which is a 38% longer travel time than without traffic jams. This is also increasing every year.
In view of the health, environmental and economic problems posed by road transport, it is therefore indispensable that public authorities promote alternatives that allow to limit the use of individual car. To pursue this goal, there is no single solution, it must go through multiple measures taken at all levels of power.
Here, together with my excellent colleagues Mrs. Lalieux and Mrs. Grovonius, we offer you part of the solution. We want to give a train subscription to citizens who give up their personal car. In other words, anyone who renounces the use of a car and returns his registration card to the DIV will be able to benefit under certain conditions from a free subscription on a fixed day-to-day ride for a period of three years. The beneficiary undertakes to give up a car and thus reduce by one unit the number of cars registered in his household in order to be granted a free subscription to his name.
As regards the financing of this measure, the financing of the SNCB will need to be increased to cover all the costs related to the implementation of this law.
This mechanism is similar to that developed by STIB, TEC and De Lijn. In order to encourage a modal transfer from the individual car to the railway, we therefore propose that the SNCB grant a similar advantage on its network.
