Mr. Speaker, dear colleagues, we will obviously vote in favour of this law, since it is a reparative law that allows the Commission for the Protection of Privacy to function. In fact, the law that we voted in December 2017 is imperfect.
I am speaking in order to express a form of annoyance, Mr. President. Prime Minister and Minister De Croo, in response to questions I had asked about the impact of the Cambridge Analytica scandal in Belgium, stated that the solution was to implement this data protection regulation. This Regulation will be effectively implemented because it applies directly, but also because Belgium has taken provisions.
For example, to enforce this GDPR, it is, among other things, to provide Belgium with an instance capable of sanctioning the non-compliance with this regulation. In Belgium, it will be the Data Protection Authority. That is why a law was passed in December 2017. However, this apparently poorly written law was imperfect since in March 2018 a reparative law had to be passed. Today, we are voting for a third repair law. And I learn no later than yesterday at the Conference of Presidents, that all group heads will work, as for the law that we vote today, with a fourth sparadrap law to make sure to stick to the European regulation.
There are four repair laws. Mr. Speaker, you will admit that this is problematic. That’s not all: a framework law that implements other aspects of the GDPR will soon be deposited on the banks of the House, while it could have been presented when the law was passed in December 2017.
For the first time in the political history of this country, we have a secretary of state responsible almost exclusively for privacy. We had all, opposition and majority, welcomed this sign. It is hard to see today, with this third sparadrap law and soon the fourth, that the Secretary of State Mr. De Backer is useless!
I would have hoped that one day after the entry into force of the General Data Protection Regulation, we are really ready.
