Rapporteur Éric Thiébaut ⚙
I am referring to the written report.
President André Frédéric ⚙
Mr. Thiébaut, you are the only speaker registered. I give you the word.
Éric Thiébaut PS | SP ⚙
This is obviously not everyone’s concern, given the number of people present. However, it is well known that security issues are sensitive issues that need to be addressed with care and measure. Security accreditation not only at the time of hiring but also in the course of a career in the private sector is a principle we support.
However, we were not fully reassured by the responses that the Minister gave us in the committee in response to the fairly significant criticism of the Committee R or the National Labour Council regarding the current text, in particular with regard to the capacity of the services to assume these new tasks, in particular at the level of appeals and the impact that this measure could have on private security workers within the companies concerned. All these considerations will justify my group’s abstention.
We have heard the Minister’s proposal to carry out an evaluation of this text in the future. We propose to anchor the principle in the law and that is the meaning of the amendment that my group submits today.
Philippe Pivin MR ⚙
Mr. Speaker, without repeating the history of this project that we followed in committee, I would simply like to emphasize that this is an additional proof, if necessary, of the vigilance that we demonstrate in terms of security and the fight against terrorism. This is one of the priorities of our government, as well as of the Reform Movement. It is important to recall it.
Following the attacks, the substantial increase in the number of requests for security checks, in particular from the private sector, required clarification and extension of the scope of this legislation. With this new text, this will now be done since the bill corresponds not only to the guidelines taken by the National Security Council but we also seem to meet the needs of the relevant actors. The Government has therefore remained attentive to the indispensable balance between the imperatives of public security and the protection of privacy.
Furthermore, I would like to recall, following my colleague Mr Thiébaut’s observation, that an assessment of the new provisions will take place in order to determine what the concrete consequences will be for the workload of the various services as well as for the appeal body. For all these reasons, we support this bill.
