Dear colleagues, I will be very brief. The community guards have been in our country since 2007. In 2014, the powers were sensibly expanded. Meanwhile, there are about 1,500 community guards active in the country. Since 2014, it was also provided that they had to undergo a training and have to pass an exam. But very strange, it was not necessary to pass that exam. That was illogical.

Several schools of administrative law and bodies such as VVSG and similar more urged to give that position and the exam more credibility and value by determining that one must pass the exam. The bill also provides for reconsideration opportunities for those who fail.

This remedies an illogical situation from the past. I thank you.

Mr. Speaker, my colleagues, just a word to explain the abstention of my group. This bill is the second substantial amendment affecting peacekeepers in just a few weeks.

We can hear that a reflection is being carried out around these agents. However, this should also be considered by the employees concerned. However, neither this draft nor the previous amendments have been the subject of social consultation with the representatives of the main stakeholders.

Basically, we could have discussed the relevance or non-relevance of the proposal, but to do so as the majority does by ensuring that workers’ organisations are not involved in the discussions, that no opinion on the general implications regarding the status of these peacekeepers is requested from the various bodies, it is a way of working that is not respectful nor of the peacekeepers nor of the communes who will have to implement the measure, nor even of parliamentarians.

That is why, Mr. Speaker, we do not support this text.
