Mr. Speaker, this bill provisionally refrains from regulating the content of the broadcasts of sound broadcasters. In fact, this text removes them from the prohibition of broadcasting programs inciting hatred based on race, sex, religion or nationality and many other prohibitions or beneficial obligations made to other types of media.
Although some of these obligations are covered by common law, the Minister considers it appropriate to impose on other media additional provisions that go beyond common law. We do not understand why sound broadcasters should not be subject to these same obligations.
For these reasons, we will abstain, even if we agree with a whole series of provisions that are found in this bill.

Mr. Speaker, this is part of the media legislation that is still federal because the BIPT is competent to do so. We bring the legislation in line with the Flemish and French-speaking media law.
As regards Ms. Poncelet’s observation, the common law is indeed applicable to it. There are actually enough elements to tackle hateful communication.
