President Siegfried Bracke

Mr Lachaert, rapporteur, refers to the written report.

Stefaan Vercamer CD&V

Mr. Speaker, Mr. Speaker, Mr. Secretary of State, I am pleased that you are still here to discuss the current legislation.

The current bill on the giraff payment of wages is a proposal that the majority and the opposition have joined together in a constructive way.

It was also time for us to work on the proposal on the paying of the giraffe. In fact, the starting point of the bill is that the existing legislation, which dates back to 1965, needs to be urgently updated. After all, according to the old law, the standard is that the wage is still paid hand-to-hand, which today is absolutely no longer the standard.

This is an important legislative proposal. We do not know how many employees we are talking about. However, the estimates of the social secretariat teach us that still one in twenty employees does not receive their salary through a transfer. We are convinced that with this bill we are likely to take a step forward in terms of security, financial transparency and the complication of fraud.

Finally, colleagues, you know that the social consultation is at my heart. We also respected the social consultation here and asked for advice from the National Labour Council. Based on that advice and in consultation with the administration, we have adjusted some things so that there is also a possibility to allow exceptions if necessary.

I would like to thank everyone who has contributed to the creation of this bill and to put the focus where it should be, being on the content. If we can work together between the majority, the opposition and the government in Parliament in this way, we will accomplish many beautiful things.

Staatssecretaris Bart Tommelein

Mr. Speaker, Mr. Vercamer, this measure is not included in my 40 points action plan, but I also welcome it in the fight against fraud, both social and fiscal, for which I thank you.
