Rapporteur Karine Lalieux

I refer to the written report.

President André Flahaut

Madame Lilly, do you want to speak personally? I give you the word.

Karine Lalieux PS | SP

Mr. Speaker, Mr. Minister, already in 2010, during the reform of the Consumer Credit Act, I observed that consumer credit is important for consistent purchases, but it was already seen that it was also used to finance consumer goods, current expenses. The problem is that this often leads to the overindebtedness of families.

Four years later, it is known that there is over-indebtedness: the crisis has the effect that there are more and more over-indebted families and that the default in consumer credit payments has increased by 8%.

This law had to be revised. That is what you did. There are significant advances, including the ban on selling credit in public places – I think that’s really good news – and the ban on promotion coupled with subscribing credit or granting discounts. This was important in order not to try families to take credit.

There is also the responsibility of lenders and intermediaries. We have been asking for this for a long time. You put it in your bill. This is a great step forward, because it will empower the people who grant these credits. The most important thing is control and punishment. Mystery shoppers provided in other bills are extended to consumer credit. I think this is a great progress.

I have a regret: it is that we have not advanced on the mortgage loan. I know that the EU directive has arrived too late, but I think we need to work on that too. Mortgage loans are one of the most used loans by families, by households. A lot of work remains to be done in the law on mortgage credit.

President André Flahaut

The President expressed his condolences to Mrs. Lalieux.
