The draft gives Belgium the opportunity to ensure decent living and working conditions for seafarers aboard ships. It creates a system to verify compliance with the provisions of the 2006 Maritime Working Conduct. Each vessel which falls within the scope of the design shall have a maritime labour certificate and a maritime labour conformity declaration. The cited documents shall be delivered after a thorough inspection of the working and living conditions of the seafarers aboard the ship.
The Minister confirmed, at the request of several members of Parliament, that as part of the pre-certification, 80 % of the vessels of the Belgian fleet are already inspected through combined inspections by the various departments. In addition, the Minister confirmed that the inspections are designed to ensure that the ship owners and crew do not waste time unnecessarily and that no additional budget is required.
