This is, in fact, a correction of what we consider to be an injustice. If military personnel engage in displacement in the exercise of their service and commit an ordinary offence for which each citizen, but not the military, is the subject of an immediate collection or transaction, they must appear before the police court. Not only does this cause the difficulty of moving to the court, as also the fines imposed there are generally higher than the immediate collection or transactions.
This is somewhat due to the fact that soldiers had to appear before the war council, which was abolished in 2003. We believe that it is good for the military to be equalised with ordinary civilians when committing ordinary offences, and thus can also be the subject of the application of an immediate collection or of a transaction.
