Mr. Speaker, I will present the report here. This is a very short report. The committee discussed the draft law at its meeting on 25 January. There was unanimity in the committee on Articles 1, 2, 3 and 4. Regarding Article 5, there was a comment from the CD&V'er Carl Devlies in which he referred to various comments from the Council of State. The State Council had noted that the circular legal basis was lacking and that it was contrary to the principles of the hierarchy of legal norms. The Minister responded that the retroactive effect is intended to cover all possible cases of dispute that could have arisen since that date. It was mainly about the date of entry into force of the draft law. The article was eventually adopted with 9 votes for and 4 abstentions, as well as the whole draft law.
