I will be very short.
As of January 1, 2006, the army will count 39,650 soldiers, as well as 2,528 civilians. The total staff is 42,178 employees.
The ultimate target of the Strategic Plan for the Modernization of the Armed Forces and of the Steering Plan, which is to be achieved in 2015, is 35,000 military and 2,725 civilians. The draft law is therefore in line with the Strategic Plan and the Steering Plan.

Mr. Minister, we have heard you talk several times about the mixed career concept. I have found no reference to this in the present document.
I therefore wonder whether the mixed career concept, which will indeed be incorporated in 2007 or 2008, has already been included in the design. There is a linear decrease in the number of soldiers. I think it will look completely different in 2008. Otherwise, the impact is quite limited.
Why is the concept not mentioned in the design?

Mr. Minister, you should know that the annual approval of the military quota is a very old tradition. The right of the purse in the English parliament and the annual recording of the army at the disposal of the head of state gave the parliament the opportunity, Mr. Deputy Prime Minister, to impose on the head of state a number of concessions. Therefore, it was decided to fix the military quota annually before the end of the year. This tradition has been ⁇ ined for 175 years.
