Sometimes we have to make a surprise.

This budget adjustment for the financial year 2001 presented to us now — we are close to the end of 2002 — fully illustrates the improvisation and improper administration of this government in the field of police reform. By establishing a separate pension fund for the police services, this government “de-budgetizes” its obligations as an employer. However, the law on this pension fund failed to come into force in time and therefore one must return to his steps and one comes to present to us today an adjustment of the 2001 budget for a not insignificant amount — it is about 3.3 billion Belgian francs. Meanwhile, the biggest uncertainty remains regarding the implementation of the government decision of late July 2002 concerning the additional €28,626 million committed to the police zones to help reduce the deficits. The Government then adopted a budget deliberation in which the additional amount for the zones was compensated on the budget article providing for the appropriations for the zones to cover the increased employee contributions for the staff of the police services. The police zones would therefore receive an additional 28.626 million euros, but at the same time they must pay on the so-called social dotation. A genuine vest-sack shoe operation.

We find it unacceptable, Mr. Speaker, that the draft law amending the 2002 budget with respect to this point is still not in our possession. We cannot accept that even in this file the government continues to support the submission of the bill on adjustment of the budget to offer us figs here after Easter. The municipalities demand clarity in this area. The functioning of the separate pension fund remains a dark curve which makes it impossible to determine for what amounts the government is doing "de-budgetization" here. We cannot accept that the government escapes its obligation as an employer to pay social security contributions to the police staff. Therefore, we will not approve the present draft law — which comes too late.
