Mr. Speaker, Mr. Minister, this proposal for a resolution on a plan for sustainable development was submitted by Mrs. Muriel Gerkens and was discussed in the Committee on Business on 17 July 2001.

The draft resolution refers to the law of 5 May 1997 requiring the government to draw up a plan for sustainable development for the period 2000 to 2003.

In the summer of 2000, the government adopted a federal plan on sustainable development.

This draft resolution calls on the Government to pursue an active sustainable development policy with the aim of incorporating the environmental aspect in economic and social development. This should be reflected in the policy notes and budgets of all departments.

It also calls for an annual, per department, evaluation of progress on sustainable development, so that possible alternatives can be proposed. Their

The majority of amendments were submitted by Ms. Muriel Gerkens. These amendments were mainly related to new developments and recommendations from both national, international and European bodies. Other amendments by Ms Muriel Gerkens were intended solely to make text improvements.

An amendment was submitted by Ms. Trees Pieters, but during the committee meeting she withdrew it.

On point C, a joint amendment was submitted by Ms. Leen Laenens, Mr. Henk Verlinde, Mr. Arnold Van Aperen and myself. While point C initially called for special attention only to women, it is now accepted that special attention is paid to the gender report and to gender equality. The amended draft resolution was unanimously adopted.

Mr. Speaker, Mr. Minister, dear colleagues, I thank Mr. Lenssen for his report and his participation in the correction of the resolution.

I draw your attention to the fact that this resolution aims to enable parliament to collaborate with the government in the implementation of the Federal Plan for Sustainable Development. We are one of the few countries to have a Secretary of State for Sustainable Development and have the tool of a federal plan.

The primary objective is to ask the government, in the implementation of this plan, to translate the recommendations of the federal plan in concrete terms into each competence and to do so that they can be evaluated, i.e. by determining objectives, well identifying budgetary resources and determining the methods that will be used. This is in order to allow the government to evaluate, once a year, the results.

Another goal is not to embark on projects that are excessive in comparison to what can actually be realised. This plan must become a permanent tool, a reference and so it seemed important, given the interactions, last year, from the Sustainable Development chapter in the General Policy Notes, to create a tool.

I will allow myself to insist, Mr. Speaker, that this resolution be sent to all ministers so that everyone can, in the future general policy notes for 2002, truly incorporate what we ask them to do.
