Mijnheer de voorzitter, mijnheer de minister, dit voorstel van resolutie met betrekking tot een plan voor duurzame ontwikkeling, werd ingediend door mevrouw Muriel Gerkens en werd besproken in de commissie voor het Bedrijfsleven op 17 juli 2001.
Het voorstel van resolutie verwijst naar de wet van 5 mei 1997 die de regering oplegde een plan inzake duurzame ontwikkeling uit te werken, voor de periode van 2000 tot 2003.
In de loop van de zomer 2000 nam de regering een federaal plan inzake duurzame ontwikkeling aan.
Met dit voorstel van resolutie wordt aan de regering gevraagd een actief beleid te voeren inzake duurzame ontwikkeling, met als doel het milieuaspect op de nemen in de economische en sociale ontwikkeling. Dit moet tot uiting komen in de beleidsnota's en de begrotingen van alle departementen.
Tevens wordt gevraagd om jaarlijks, per departement, de vooruitgang inzake duurzame ontwikkeling te evalueren, zodanig dat eventuele alternatieven kunnen worden voorgesteld.
De meeste amendementen werden ingediend door mevrouw Muriel Gerkens. Deze amendementen hadden voornamelijk betrekking op de nieuwe ontwikkelingen en aanbevelingen zowel van nationale, internationale als Europese instanties. Andere amendementen van mevrouw Muriel Gerkens hadden alleen tot doel tekstverbeteringen aan te brengen.
Een amendement werd ingediend door mevrouw Trees Pieters, maar in de loop van de commissievergadering trok zij het terug in.
Betreffende punt C werd een gezamenlijk amendement ingediend door de mevrouw Leen Laenens, de heren Henk Verlinde, Arnold Van Aperen en mijzelf. Terwijl in punt C aanvankelijk alleen bijzondere aandacht werd gevraagd voor de vrouwen, wordt thans aanvaard dat bijzondere aandacht wordt besteed aan het gender-rapport en aan de gelijkheid tussen mannen en vrouwen. Het geamendeerde voorstel van resolutie werd eenparig aangenomen.

Mr. Speaker, Mr. Minister, this proposal for a resolution on a plan for sustainable development was submitted by Mrs. Muriel Gerkens and was discussed in the Committee on Business on 17 July 2001.
The draft resolution refers to the law of 5 May 1997 requiring the government to draw up a plan for sustainable development for the period 2000 to 2003.
In the summer of 2000, the government adopted a federal plan on sustainable development.
This draft resolution calls on the Government to pursue an active sustainable development policy with the aim of incorporating the environmental aspect in economic and social development. This should be reflected in the policy notes and budgets of all departments.
It also calls for an annual, per department, evaluation of progress on sustainable development, so that possible alternatives can be proposed. Their
The majority of amendments were submitted by Ms. Muriel Gerkens. These amendments were mainly related to new developments and recommendations from both national, international and European bodies. Other amendments by Ms Muriel Gerkens were intended solely to make text improvements.
An amendment was submitted by Ms. Trees Pieters, but during the committee meeting she withdrew it.
On point C, a joint amendment was submitted by Ms. Leen Laenens, Mr. Henk Verlinde, Mr. Arnold Van Aperen and myself. While point C initially called for special attention only to women, it is now accepted that special attention is paid to the gender report and to gender equality. The amended draft resolution was unanimously adopted.

Monsieur le président, monsieur le ministre, chers collègues, je remercie le collègue Lenssen pour son rapport et sa participation à la correction de la résolution.
J'attire votre attention sur le fait que cette résolution a pour objectif de permettre au parlement de collaborer avec le gouvernement dans la mise en application du plan fédéral de développement durable. Nous sommes un des rares pays à avoir un secrétaire d'Etat au développement durable et à avoir l'outil d'un plan fédéral.
L'objectif premier est de demander au gouvernement, dans la mise en application de ce plan, de traduire concrètement dans chaque compétence les recommandations du plan fédéral et de le faire de manière à ce qu'elles puissent être évaluées, c'est-à-dire en déterminant des objectifs, en identifiant bien les moyens budgétaires et en déterminant les méthodes qui seront utilisées. Cela dans le but de permettre au gouvernement d'évaluer, une fois par an, les résultats.
Un autre objectif est de ne pas se lancer dans des projets démesurés par rapport à ce qu'on peut réellement concrétiser. Ce plan doit devenir un outil permanent, une référence et il nous semblait donc important, au vu des interactions, l'année passée, du chapitre développement durable dans les notes de politique générale, de créer un outil.
Je me permettrai d'insister, monsieur le président, pour que cette résolution soit envoyée à l'ensemble des ministres de manière à ce que chacun puisse, dans les futures notes de politique générale pour 2002, intégrer vraiment ce que nous leur demandons de faire.

Mr. Speaker, Mr. Minister, dear colleagues, I thank Mr. Lenssen for his report and his participation in the correction of the resolution.
I draw your attention to the fact that this resolution aims to enable parliament to collaborate with the government in the implementation of the Federal Plan for Sustainable Development. We are one of the few countries to have a Secretary of State for Sustainable Development and have the tool of a federal plan.
The primary objective is to ask the government, in the implementation of this plan, to translate the recommendations of the federal plan in concrete terms into each competence and to do so that they can be evaluated, i.e. by determining objectives, well identifying budgetary resources and determining the methods that will be used. This is in order to allow the government to evaluate, once a year, the results.
Another goal is not to embark on projects that are excessive in comparison to what can actually be realised. This plan must become a permanent tool, a reference and so it seemed important, given the interactions, last year, from the Sustainable Development chapter in the General Policy Notes, to create a tool.
I will allow myself to insist, Mr. Speaker, that this resolution be sent to all ministers so that everyone can, in the future general policy notes for 2002, truly incorporate what we ask them to do.
