Mr. Speaker, Mr. Minister, colleagues, I will briefly report on the discussion of the bill amending the Act of 4 April 1995 on fiscal and financial provisions. This is a very limited change in the order and capabilities of the Royal Belgian Coin, which has become a state-owned company since 1 January 1997. For the donations of coins and medals, which were previously made by the Monetary Fund and now by the KMB, a new authorization must be registered in the budget every time. As a result of this amendment, this can now be done without entering into the budget. All members of the committee agreed on the basis of the draft. There were questions for clarification. For example, Mr Borginon asked whether the euro could also be considered as a national currency, and the answer was affirmative. There was also an explanation from Mr Maingain. Finally, attention was paid to the Court of Auditors’ observation that, for years, problems arise at first the Muntfonds, then the Royal Munt of Belgium, in connection with the annual accounts. The comments were made again. It is important to note, in my opinion, that on the basis of these remarks – at the proposal of the Minister of Finance, by the way – the agreement was made that the Subcommittee of the Court of Audit of the Chamber of Representatives would soon – which should happen this month – devote a thorough discussion to the annual accounts 1996, 1997, 1998 and even 1999 of the Royal Coin, since those annual accounts have never been submitted to parliament until now. We are now in the year 2000. So it will be slowly time. It is important that Parliament follows this matter further, even if that is on the side of the actual subject of the bill, in particular the granting of a slightly greater autonomy to the Royal Coin. The bill was adopted with 9 votes in favor and 1 abstinence.
