For the ratio legis, I refer to the memo of explanation. This bill transposes Directive 97/5/EC of the European Parliament. According to that Directive, individuals and ⁇ want to be able to make transfers between the different parts of the Community quickly, reliably and inexpensively. Before that, a number of cross-border aspects had to be regulated by law, which happened with this draft law. The government, of course, has requested a high urgency for various reasons, especially because the directive must be transposed into law in each country before it can be applied. The government does not have much choice. The scope of this law is limited and may not exceed EUR 50 000. Restrictions shall be imposed on the information before the transfer and after the transfer. There is a date of maximum delay: the transfers must be made within five working days. In the general discussion, the minister wanted to align the compensation of the banks with that of the countries around us. Furthermore, I refer to the article-by-article discussion and the vote, where the entire bill was adopted with 11 votes and 2 abstentions.
