My speech will be brief. I would like to point out the reasons why I will abstain from voting on this text.
We are obviously not opposed to the organization of social elections to the SNCB. On the other hand, I would like to make a few comments about the timing and how the project was brought about.
First of all, I still wonder why we didn’t wait until 2020 to organize these social elections, since they will take place at that time in the private sector. Also, why was the text submitted in a hurry? It was when we arrived in the plenary session that we learned that we should vote for it in an emergency. We are therefore placed in such a situation that we must again examine a project in a hurry.
Then, the SNCB itself will have to organize these elections within a difficult time to hold. Furthermore, the budget resources for this purpose have not been committed.
For all these reasons, I will abstain.

At the end of our work in the committee, it was well stated that we were asking for the urgency for this issue to pass into today’s plenary session. So it is done.
Regarding the budgetary resources necessary for the organisation of the social elections, all internal expenses are covered by resources owned by HR Rail. I am talking about the election process, not the election campaign.
Then, I would like to remind you that the candidates will be for a period of six years. The frequency will be the same as for the private sector from 2024. Of course, all the reasons were explained in the committee during the debate on this bill.
