Rapporteur Marcel Cheron

I would like to justify my salary as a rapporteur. This is important, Mr. Brotcorne! I declare it.

As a rapporteur, I would like to say three things. This text is intended to translate the agreement concluded a year ago. I believe that at the time, Mrs. De Coninck and Mr. Burton were rapporteurs of the Working Group Political Renewal. This is the second, I think, that we vote here, in the plenary session.

I invite all our colleagues to come with the other texts. With regard to this text, dear colleagues, on the one hand, the special law aims to make federal entities contribute to the goal of 150% (all inclusive as the purists of the language of Shakespeare say) with regard to special functions.

I add, Mr. Speaker, not to your intention but to that of the institution you represent, that the Presidency of the Assembly is not concerned by this text but that it is concerned, on the other hand, by other texts that are of regulatory or other order, in particular the one relating to the question of incompatibilities.

Various members spoke in the committee, including my colleagues Vuye and Wouters. They may have forgotten, but they did. I myself received the response from Mr. Vermeulen, who indicated to me that the implementation of the various provisions of the report of Mrs. De Coninck and Mr. Burton on the work of the political renewal group was continuing in the committee of the Interior. This text is aimed at meeting point 21 of the recommendations, but the status of the assembly presidency is aimed at points 23, 24 and 25 of these recommendations which will need to find a follow-up.

This text was unanimously adopted in the committee. This is an additional step aimed at translating the work and recommendations of the Working Group Political Renewal, but there are still other tasks to accomplish, other texts to vote in order to fully and perfectly translate the various elements.

I will conclude this short report, voluntarily pedagogical, to emphasize the quality of the work of the legal service. You are lucky, your employees are excellent. They gave us a legal note that allowed us not to forget the Brussels institutions. Indeed, it was thanks to this note that we were able to catch the Brussels institutions, this note that, with the support or not of certain groups, would have allowed them to escape this rule of good governance.

It is therefore with great interest that we have read these texts, which we have translated in the form of amendments. This is not the first time we can benefit from relevant opinions, not only from our colleagues, but also from legal services.

I would like to conclude on this honestly positive note, Mr. Speaker. I thank you for your attention.
