Mr. Speaker, Mrs. Secretary of State, here is indeed an important bill that offers the opportunity for a sustainable, enhanced cooperation between the universities and our federal scientific institutions (FWIs). It will provide for the exchange of know-how, taking into account the peculiarity and finality of both the universities and the FWIs.

During the discussion in the committee we made a number of comments.

First of all, it is important to make a good selection. That is out of doubt. There must be a procedure for this. This selection can be about who to hire, but also about what profile to create based on which one will select someone. Well, in my opinion, the procedure for drawing up the profile is administratively heavy and very extensive. I see the Secretary of State knocking, because she knows my argument. Therefore, it is a very long procedure. There is a peer review, international experts should comment on it and make a choice, then they should draw up an order list from which to choose, and so on.

We have made that observation, but I would also like to emphasize that we are very pleased that the Secretary of State also made clear in the committee that the procedure itself, after the first round that will start in early September or in any case after the summer vacation, will be held against the light in order to verify whether the procedure is not too heavy for the ultimate purpose of this cooperation.

A second note that we have made and to which the Secretary of State has formulated a response is the fact that we must not forget that in addition to such collaborations between universities and the federal scientific institutions, other research is also conducted at the federal level. We think of geography, public health, criminal science. Also in these areas, we must ensure that further research and innovation is possible. I have understood from the Secretary of State that she will take further steps in this regard.

We want to firmly and firmly support this bill, as it will in any case provide additional dynamics in research, both at the universities and the federal scientific institutions.
