Dear colleagues, this is too important.
Your committee discussed this draft resolution at its meetings of 22 June and 6 July 2016.
Mr Geerts refers to the explanation: everyone, including in the Netherlands, agrees that the completion of electrification would be good for the economy. The speaker added that the completion of the works would amount to 35 million euros. The government has not yet decided. A resolution can encourage them further.
After the discussion, Mr Van den Bergh recalls that the majority agreed not to submit resolutions on specific railways in order not to affect the negotiations in the investment cell, which is to advise the government. This is not a new investment, but the completion of already started projects.
Mr Raskin supports this viewpoint.
Mrs. Lijnen is very fond of the railway line, as she frequently took the train there. The speaker agrees with the goal but not with the strategy followed.
by mr. Marcel Cheron (I myself) emphasizes that he supports all the projects that will be submitted to the investment cell, provided that a legal basis is provided after the second reading of the bill on various mobility provisions, which we will discuss soon.
Karine Lalieux notes that the Investment Cell and the Strategic Committee have only advisory competence.
by mr. Gilles Foret supports the objectivation and hierarchization work of the investment cell, which has already done a lot, he stresses. The speaker recommends not to vote on the resolution to be reviewed in order not to impair the serenity of the work of the investment cell.
Isabelle Poncelet hopes that investments in rural areas will also be approved.
In his reply, Mr David Geerts recalls that he had already submitted a similar draft resolution during the previous parliamentary term. The investment cell has no legal basis. NMBS and Infrabel will have to save an additional one billion euros. In the Netherlands, there is also great interest in the economically profitable project. A resolution is therefore in place here to remind the government of an important priority for Parliament.
Considerations A to H were rejected by seven votes to four and three abstentions. The single point of the device was rejected in the same way.
The draft resolution is therefore rejected in its entirety and has no object.
