Rapporteur Jean-Jacques Flahaux ⚙
Ladies and gentlemen, I will be brief. I would like to thank Mr. Minister Reynders, thanks to whom a whole series of files were finally unlocked at the previous meeting of the Foreign Relations Committee.
This is ⁇ exemplary, as it is a document of 1995, with an avenant in 2006 and where, finally, we already have the ratification. The Minister has already released a whole series of them in recent months. We will still, unfortunately, have to catch up with a delay that sometimes goes back more than 20 years.
The project is funded by the International Institute for Democracy and Electoral Assistance (IDEA). This is not a banal institution. This is where our former Prime Minister, Yves Leterme, is. We need to seize this opportunity to get to know more about his work, actions in the field and his analysis of a few preparations, especially those in Central Africa in the coming months. I think so about Burundi.
I would like to invite you to the Committee on Foreign Relations. Leterme and we ask you about all of these issues and collaborations that IDEA ⁇ ins with other organisations or services with the same objective, including the Belgian Department of Foreign Affairs.
Mr. Speaker, even if the proper running of an electoral process does not meet all the imperatives of democracy, which is much more than just an electoral technique, the organization of a vote is the moment when democracy regains all its vigor. We know how important this place is. This is the time when the decision-makers meet the voters, the time when the opinion of the population is expressed on key issues.
With the dialogue between the constitued bodies, the political alternance, the responsibility of the executive to the parliament and the separation of powers, the proper organization of a vote always puts democracy on its foundations. Therefore, of course, we must support this type of organization and the MR group, of course, supports it as a priority.
