I am giving an oral report on the Convention on Maritime Labour. The draft law revises the treaty and updates the provisions. Not less than 68 previous international labour conventions are merged.
At the heart of the Convention is the development of a global standard for labour and living conditions on board ships, employment and safety and health aspects, including social security for seafarers.
The treaty will later be ratified by more than forty countries, representing half of the world’s tonnage. It can enter into force from 20 August 2013. Belgium is one of them.
In the committee, colleagues De Croo, Duméry, De Vriendt, Dallemagne, Vienne and Valkeniers and myself held a speech. In particular, two aspects were addressed. First, it was about the innovative aspect of the treaty. It is indeed the first time that a treaty regulates a sector worldwide with minimum social standards, which apply both to vessels of the contracting parties and of non-contracting parties entering the ports of the contracting parties. A second aspect, which was addressed, was the way in which the controls are organized using classification societies. This means that there is no budgetary impact on the Belgian State.
The members also commented on the timing. It was regretted that a 2006 treaty was now quickly chased by Parliament.
No one submitted amendments. The treaty was unanimously approved.
