Ladies and gentlemen, this bill has been submitted to the Senate.
I would like to report on it, as it directly affects all delegates in all ranks.
Indeed, several years ago the RSVZ took a strange stance with regard to political mandatarists who sit in boards of directors with an advisory voice. I quote from the memo of explanation: “In practice, however, it happens that the National Institute for Social Insurance for Self-employed Persons (RSVZ) calls persons who have been mandated by their municipal council to sit in a board of directors as political mandateors, and this with an advisory vote, to join a social insurance fund. The reasoning for this practice relates to an interpretation by the RSVZ which makes a distinction between voting representatives and those who have an advisory voice.”
The draft law ends this interpretation of the RSVZ.
Collega Kristien Van Vaerenbergh had already submitted a similar bill in September 2011. The new law will stipulate that persons entrusted with a mandate in a public or private institution or who are members of the governing bodies of a public or private institution with an advisory vote, either on the basis of their functions in the administration, the Reich, the Community, the Province, the municipality or public institution, or on the basis of an employer or employee organization in that capacity, are no longer subject to the obligation to join a social cashier. When asked by Mr Schiltz whether or not district delegates are included, the minister responded positively.
The present draft was unanimously approved.
