Mr. Speaker, especially to Mr. De Croo, I speak here without paper.

I am very pleased to ask for the approval of this bill today. After all, it does not happen so often that a proposal initiated by the opposition reaches this point. I can therefore only look back with satisfaction on the constructive cooperation with the colleagues of the various factions across the boundaries of majority and opposition, in order to make a solid step forward.

It is indeed a very good step forward: with the law, we enable ships that are not used for commercial maritime purposes, such as residential boats, catering boats or sailing heritage, to be registered and entered in the ship register. Thanks to this inclusion, it is also possible for the owners to take a mortgage on that ship.

For all clarity, it is a measure that costs nothing to the taxpayer, but that still makes it possible to press the cost of a loan for the purchase or renovation of those ships, just because we give the banks more security. So it means a push in the back for residents and candidate residents of residential ships, a push in the back for entrepreneurs with a catering boat, an exhibition boat or a theater ship.

Furthermore – and this is too little attention and too much underestimated – we are supporting our continuing heritage. We make it cheaper to buy and renovate historic ships. I therefore hope that our cities, together with the heritage associations, will use this to restore and preserve our water heritage in honor. Cities such as Antwerp and Gent have a very rich history in these, for example the beautiful historical front port in Gent. A little chauvinism on the speech floor may also be allowed, even if it does not come from Antwerp. I therefore look forward to bringing more attention to this rich history and I therefore hope that this legislation is a further incentive to do so.
