Rapporteur Hendrik Daems

I refer to the written report.

Georges Gilkinet Ecolo

Mr. Speaker, we have supported this bill as we have supported the original bill which is here corrected on the occasion of the new text proposed by the government. This new text extends the government’s competence to intervene in the event of difficulties in the banking sector. It thus also expands the risk incurred by the Belgian State in the event of a financial crisis. We must be aware of this.

I would like to return to the amendment I submitted in the Finance Committee and which was not supported by a majority of its members. It was aimed at implementing one of the recommendations of the Special Committee on the financial crisis.

The analysis of this short bill allows me to recall, on behalf of my group, the urgency of implementing the recommendations that have been adopted by our Parliament at the conclusion of the work carried out by this committee.

In accordance with the decision of the Conference of Presidents, a committee will be established. We call for a serious and urgent treatment of these proposals.

The amendment was proposed prematurely. It was about empowering the services of the Economic Inspection to inspect financial products placed on the market in such a way as to protect consumers.

The majority rejected our amendment, advocating to work with order and method. We hear that it is done this way, but quickly! We will be very careful when we return. We hope that it will not be necessary to wait for the 100% resumption of parliamentary activities and that, from September, this commission will be set up and will be able to take the necessary and urgent options. We also expect initiatives from the government, some of which are announced. If they are positive, we will support them.

I wanted to take advantage of my intervention as part of this bill to recall this positioning of the Ecolo-Groen group!

President Patrick Dewael

As colleague Gilkinet just said, part of the implementation of those recommendations is the responsibility of Parliament. A mixed committee should be established. Members of the Chamber are designated. I hope the Senate will follow soon. For the rest, we have heard your wish.
