Mr. Speaker, I would like to draw attention to the fact that every time this text was amended, we highlighted the many inconsistencies that were found there and how it was adopted, namely in the urgency and at the last minute.

Let me make a small inventory.

This text was voted, for the first time, in our assembly, on 26 January 2006. It had to be amended, on 20 July 2006, if it had not been correctly drawn up. The changes made on this occasion were so good that it had to be changed again, on 27 December 2006. And today we must again review and adopt a text to which amendments have been made.

Within 15 months, this text was therefore modified four times because each time it was in the wrong time and in a hurried way.

It was said recently that Parliament cannot question the texts it voted a few months earlier. We find ourselves, however, before a typical example of texts which, having been examined and voted in the precipitation, must be continuously modified. This is not the best signal that the Parliament can give in this matter.

Mr. Speaker, without seeking the presence of the Minister, it would be appropriate, fair and fair if he wanted to experience here the fourth amendment in a year time of his draft. That is a hideous fact. One must be able to come to Parliament on the same issue up to four times in a year. Congratulations to! This is a good example of how the law is made in this country. The colleague is right if he says this is largely due to the hurry with which the work is being done. I must be allowed to say that this is also often the result of a poor preparation of the texts.
