Rapporteur Greet Van Gool

Mr. Speaker, colleagues, as the Speaker has already said, the bill amending Article 43 of the laws on the use of languages in administrative matters was sent back to the Committee on Internal Affairs by the plenary session of 16 February, which examined it on 22 February. This was proposed by Mr Willy Cortois, the principal contributor of the amendment. He argues that it aims to address the expectations of the Brussels institutions and a number of budgetary technical concerns.

Mr. Dirk Claes asked a number of questions about the amendment and Mr. Christian Dupont then replied that the purpose of the bill is to be able to appoint bilingual deputy officers in the federal public services that apply the mandate system. However, there are two problems that are resolved by the amendment.

On the one hand, the amendment addresses the desire of the Brussels institutions to maintain the bilingual adjuncts at the level immediately below that of the titular, and on the other hand, the amendment aims to provide the possibility of appointing bilingual adjuncts in the federal public utility institutions that would not yet apply the management system.

The committee then went to vote on the article and the law and the articles, the amendment and the law were unanimously adopted.
