Mr. Speaker, Mr. Minister, colleagues, the Committee for Lands Defense has discussed the draft law concerning the adjustment of the general expenditure budget for the financial year 2005, in relation to Lands Defense, in its meeting of 7 December last year. The Minister explained in his introduction that the draft law covers a number of technical provisions. A second adjustment of the general expenditure budget for the year 2005 is carried out, which includes some internal transfers within the department’s budget, without requiring additional appropriations. Therefore, it is an adjustment of internal credit resources. These resources should be intended to cover the additional costs arising from the rise in energy prices. These appropriations will also be used for personnel expenditure resulting from a number of career reforms and an early index jump. Finally, these internal credit shifts are also still necessary to cover the negative account balance of the department’s extraordinary accountants as well as to meet a recent conviction following a 1980 file. Finally, some credit transfers should allow the providers of the Department of Land Defense to be paid in time.
During the general discussion, a number of questions for clarification were briefly asked, by both colleagues from the majority and from the opposition. For the specific interventions, Mr. Speaker, I would like to refer to the written report.
Finally, Mr. Speaker, Mr. Minister, colleagues, I can give you a report on the article-by-article discussion and the votes. The articles of the draft law discussed were adopted by the committee with 8 votes for and 4 abstentions.

We abstained from voting because it is indeed an adjustment aimed at better management or better management of the budget. We have not voted against this. For all clarity, that was the explanation. It wasn’t because I was fascinated by the reporter.
