Belgium is a party to the Additional Protocol to the Guarantee Agreement to the Treaty on the Non-Proliferation of Nuclear Weapons, concluded between the 13 non-nuclear states of the European Union, Euratom and the International Atomic Energy Agency.
The Additional Protocol entered into force on 30 April 2004 on the territory of the Union. Belgium is the last country to notify the International Atomic Energy Agency, via the European Commission, of the transposition of the Protocol into its national legislation, the deadline being fixed on 30 April 2004. That is why the government has called for the urgency for the processing of this bill.
This bill complements the law of 20 July 1978, which authorizes the inspectors of the International Atomic Energy Agency to verify whether, in nuclear installations seized on Belgian territory, nuclear material declared as being used for peaceful purposes had not been diverted for other uses. The project goes a step further, as it authorizes the International Agency not only to verify recognized facilities but also to ensure that there is no undeclared nuclear material or activity. Once again, it is a progress made in the fight against the proliferation of nuclear weapons.
The discussions were very simple. It appeared, very quickly, that Belgium had enough personnel to enable the implementation of this bill, obviously, with all reservations of use in relation to the use for military purposes since the Defense sites are not accountable for the implementation of this bill nor the NATO facilities.
This bill was unanimously adopted by the committee.
